Bodmin Anglers Association Constitution & Rules
1. The name of the Association shall be known as Bodmin Anglers Association.
2. The object of the Association shall be to promote and provide reasonably priced fishing facilities for its members and short term ticket holders.
3. The Elected officers shall consist of: President, VicePresidents, Chairman, Vice Chairman, Hon. Treasurer, Hon. Secretary, Assistant Secretary and a committee of up to ten members in addition to the above. Three members of the committee will retire each year, but if eligible may be re-elected.
4. A quorum of the Bodmin Anglers Association shall consist of six officers or committee members.
5. Only members who permanently reside in Cornwall may become a club official or committee member.
6. Bodmin Anglers Association officials and committee members may not become committee members or officials of other game fishing clubs with water on the river Camel.
7. The committee shall have power to make such by-laws and regulations as they may deem advisable in the interests of the Association.
8. The committee shall have authority to value and purchase water for the Bodmin Anglers Association without having to obtain a professional valuation.
9. The Assets of the Bodmin Anglers Association shall be vested in the committee as trustees for the members. Neither the Committee nor any officer or member shall at any time incur or permit to be incurred any liability which exceeds the total assets of the Association at that time. Assets for the purpose of this rule are defined as being the balance standing to the credit of the Association bank account, plus the cash in hand but less known payment liabilities. Officers and Trustees shall be liable only to the extent of the assets vested in them for the benefit of the Association and not further or otherwise.
10. Bodmin Anglers Association Assets shall be recorded on the accounts and made available only to committee members and authorised persons.
11. All monies collected shall be immediately banked in the name of the Bodmin Anglers Association.
12. Auditors shall be appointed annually.
13. The secretary shall be granted expenses of £400.
14. A minute book shall be kept by the Hon. Sec. in which shall be recorded the business transacted at each committee meeting and a record enumerated in the minutes of the Hon. Treasures report as to the financial position of the Association.
15. Cheques shall be authorised by any two signatures from Hon. Treasurer, Hon Sec. and any two nominated officials.
16. The Hon. Treasurer may spend up to £200 without it being authorised by the committee. All other expenditure must be authorised by the committee.
17. A/ The Bodmin Anglers Association shall not be dissolved so long as ten members are willing to continue it.
B/ Should it be dissolved, any assets, after discharge of all liabilities shall be donated to any registered charity, other such organisation or shared among the remaining members as the majority of members may deem appropriate.
Meetings
18. Meetings shall be arranged as instructed by the chairman and Hon. Sec. Members will be notified by circular, e-mail or telephone.
19. Seven days clear notice will be given for all meetings, unless it is an emergency.
20. An extraordinary meeting may be demanded by any seven members by notifying the chairman in writing as to the reason for calling the meeting after giving fourteen days clear notice.
21. The annual general meeting shall take place on a convenient date in February, where all officers will be elected.
22. All proposals for the AGM must be submitted before the 31st January.
23. Each member may bring a friend to an AGM without the power to vote.
24. If the AGM should authorise any change to the rules, the Hon. Sec. will inform the membership by newsletter and or the website.
Membership
25. The committee shall have power to accept or refuse applications for membership of the Bodmin Anglers Association; or to terminate a membership following any breach of Association rules, or if found fishing illegally.
26. Any member or prospective member who partakes, joins or patronises any syndicate association or person directly in competition for beats rented to Bodmin Anglers Association shall forfeit their membership of the Association.
27. The annual subscription as determined by the Association for adult, junior and senior members, under shall be payable in advance.
28. All subscriptions must be paid before April 1st or re-election will be deemed necessary.
29. After April 1st, all applications for membership will be dealt with in their order of arrival until the maximum number is issued; after that a waiting list shall be established.
30. The Hon. Sec. shall be allowed his discretion as to allocation of floating membership of twenty five to be adjusted between the respective (adult, junior and senior) groups.
31. Adult membership shall be restricted to four hundred with no limit on juniors.
32. All prospective junior members must be sponsored by an adult member.
33. Junior membership shall only be granted when an adult has signed an application form, stating that they will be responsible for the conduct of said junior.
34. Children under twelve may fish on Bodmin Anglers Association waters for free provided they have an adult Bodmin Anglers Association member with them at all times.
35. Members under eighteen years of age and in full time education shall pay the reduced junior subscription.

37. The membership card is not transferable with the exception of complementary cards issued to riparian owners for use by their guests.
38. Measures adopted to help restore the Camel do not apply to the BAA beat on the river Fowey.
39. All prospective members shall apply for membership on the appropriate club form.
40. All prospective (new) members may be vetted by the committee, before gaining entry to the Association.
41. No preferential treatment shall be given to special applicants for membership; all to take a proper place on the waiting list.

Fishing Rules
44. Bodmin Anglers Association members are permitted to fish on Association waters on the Camel from May 1st to 15th December inclusive.
45. REMOVED JAN 24 was holders of trout licences only are not permitted to fish on Bodmin Anglers Association waters.
46. No member may act as a paid guide or ghillie on Bodmin Anglers Association waters.
47. Bodmin Anglers Association members fishing on Association waters shall produce their authority to do so to anyone who asks to see it.
48. Under penalty of immediate termination of membership members shall not shoot or bring dogs onto the land where Bodmin Anglers Association control the fishing – unless they obtain written permission from the committee AND the land owner upon whom liability shall rest.
49. Members shall ensure that their cars when parked do not cause any obstruction.
50. All gates to be left as found, no fences to be broken, respect and care to be observed concerning growing crops including grass and property.
51. Permission must be obtained from the committee before any trees are cut or removed from the river bank.
52. The Bodmin Anglers Association shall not be held responsible for any damage caused by any member, all responsibility shall be vested in the member.
53. Sale of fish caught on Bodmin Anglers Association water is prohibited.
54. Catch limits on BAA waters must be strictly observed and any fish retained must be fresh if there is any doubt as to the condition the fish must be returned.
55. Catch returns must be completed (including nil returns) and returned to the Hon. Sec.
56. Methods of fishing or bait restrictions as indicated on Bodmin Anglers Association notice boards or maps must be complied with, any infringement may result in termination of membership.
57. The use of fish finders on Bodmin Anglers Association waters is prohibited.
58. The use of maggots on Bodmin Anglers Association waters is prohibited.
59. REMOVED JAN 24 – was sea trout caught in September to be returned.
60. Barbless hooks when bait fishing are compulsory on Bodmin Anglers Association waters between 1st September to 15th December inclusive.
60A. (61.) REMOVED JAN 24 – was only full members permitted to fish Grogley and Polbrock beats.
61. (62.) REMOVED JAN 24 – was artificial baits only before midday on Grogley and Polbrock beats in December.
62. The beat between Kenningstock bridge and Trecarne Bridge is now a sanctuary area.
62.The Trecarne Bridge to Kenningstock Weir Beat is a Sanctury area.
63. Artificial baits only on the Trecarne beat.
64. Should any members observe any illegal or unsportsmanlike action or any breach of these rules committed by any person they shall report same to Hon. Sec. who shall inform the committee who will take any appropriate disciplinary measures.
65. Being a Bodmin Anglers Association member and fishing above the Bodmin Anglers Association conservation areas be mutually exclusive. (that is, that any member wishing to fish above Bodmin Anglers Association conservation areas forfeit their membership of the club).
66. All hooks used for all methods of fishing before 16th June each year must be barbless.
67. Sea trout over 20 inches long (500 millimetres) to be returned if lightly hooked and able to be returned with little damage (this is a “guideline rather than a rule)
